Call for expressions of interest to join Core Group of the Technical Working Group on support to countries with fragile or challenging operating environments

The UHC2030 Technical Working Group (TWG) on support to countries with fragile or challenging operating environments is looking to set up a Core Group, whose key responsibilities are to provide strategic oversight of the implementation of the workplan. This is set out in the group's Terms of Reference.

This includes leading on the time-bound Task Teams; mobilising partners to engage in the Task Teams or as Focal People; supporting fundraising for activities as necessary; and promoting collaboration with relevant initiatives. The Core Group will also revisit the name for this TWG, a priority that was identified during the face-to-face meeting.

The Core Group will be established through an open and transparent process with arrangements for periodic rotation. It will be comprised of a mix of stakeholders including governments with fragile/challenging environments, bilateral and multilateral development partners, humanitarian assistance organisations, civil society, academia, and independent experts.

Aside from the independent experts, it is important that members of the Core Group have the capacity to influence the policies and operations of their organisations. Ideally, related initiatives, such as the Health Systems Global working group on health systems in fragile and conflict affected states, would also be represented to promote complementarity and synergies.

Core Group members should have country operational experience and expertise in health system strengthening in fragile and emergency settings. They should be willing and able to commit 0.5 -1 day per month to the work of the Core Group. The idea is that the aim, objectives and activities of the TWG should be complementary to their day-to-day work. We hope to achieve gender and regional balance in the composition of the Core Group. 

The existing Co-Chairs will remain involved in the Core Group, at least initially, to allow for smooth transition. The Core Group will then identify Co-Chairs from within their group.
