As the UN Secretary General’s ‘High Level Panel of Eminent Persons on the Post-2015 Agenda’ meet for the third time in Bali, questions about how the post-2015 goals will be financed are becoming increasingly salient.

What is not an option is to simply pass the buck, and expect others to pick up the tab. This may be an unfashionable message in the brave new world of development cooperation, but it is one that donors may need to heed if the post-2015 goals are not to be yet another set of broken promises.
