Who foots the bill after 2015? Why donors still need to take some responsibility for funding the post-2015 goals

What is not an option is to simply pass the buck, and expect others to pick up the tab. This may be an unfashionable message in the brave new world of development cooperation, but it is one that donors may need to heed if the post-2015 goals are not to be yet another set of broken promises.
